Rule 108
Order of Punishment and Procedure for Duplication

(1) When deciding any departmental punishment on an employee, the officer authorized to order the punishment shall consider whether the employee concerned has been given sufficient opportunity to submit clarification or explanation and make a clear decision after properly evaluating the clarification, explanation and all available evidence submitted by the employee. will fall In this way, the officer who has the power to order the punishment should make a decision according to Schedule-18 with his clear opinion regarding the punishment order.
(2) Regardless of what is written elsewhere in this paragraph, it shall not be decided to propose one punishment to an employee and demand clarification, explanation and then give another punishment. However, if there is a situation where the punishment should be reduced or increased due to any reason, the procedure of rules 106 and 107 will have to be completed again.
(3) When deciding to give departmental punishment to any employee in accordance with sub-rule (1), the officer authorized to order punishment shall not make the decision in such a way that it is effective before the date of the decision.
(4) In relation to the officer entitled to order the punishment, a copy of the departmental punishment order made in accordance with sub-rule (1) shall be given to the concerned employee without a fee.
